Your Excellency,

With reference to the Note No. 73 which I had

the honour to address to Your Excellency's predecessor on the 14th April last, I now enclose, for the information of the Japanese authorities concerned, a further table of cases of attacks on fishing and trading junks registered in Hong Kong and plying outside the waters of the Colony by Japanese Naval forces since the beginning of the resent year. A summary of the number of vessels attacked during this period and their casualties and losses is also enclosed.

I also have the honour to enclose copies of reports by the Hong Kong police, and of supporting statements, regarding attacks on fishing boats by Japanese vessels on 12th, 18th, 24th, and 25th October. From the available evidence I am bound to conclude that these attacks took place in British waters. I trust that it may be possible to secure a cessation of these attacks, and I must request that compensation may be paid in respect of the damage caused in those of 12th and 18th October, which is estimated at Hong Kong $1,600 and Hong Kong $1,500, or Hong Kong $3,100 in all.
